CONSTITUTION OF THE WETHERBY ASSOCIATION OF CRICKET OFFICIALS 2010

1) That this Association is called “THE WETHERBY ASSOCIATION OF CRICKET OFFICIALS” and that all Umpires including Associate Members on the Official List of the Wetherby Association of Cricket Officials shall be fully paid up Members of the ECB ACO.

2) The objects of the Association are to create and maintain a spirit of comradeship, to improve the efficiency of the Umpires and to secure uniformity of action.

3) An annual subscription of £15.00 shall be paid by each member before the start of the first match of the season. If this is found to be insufficient in an emergency a levy may be imposed.

3.1) Associate Members subscription shall be £5 and this would increase to full subscription if they umpire five or more matches.

4) The Association shall be governed by a Chairman, Hon Secretary, Assistant Secretary, Match/Fixtures Secretary and Hon Treasurer with powers to co-opt as necessary, plus two representatives from The Wetherby Cricket League Board. All Officers to be elected at the Annual General Meeting which shall be held each year in November. Majority vote applies with the Chairman having in addition a casting vote. At all Meetings four Members shall constitute a quorum.

5) All League and Cup Match appointments (except Cup Semi Finals and Finals) to be made by the Match/Fixture Secretary of the Association. Cup Semi Finals and Finals appointments to be selected by the Committee.

5.1) Any Umpire unable to accept an appointment in a League or in a Cup competition shall immediately inform the Match/Fixtures Secretary. Failure to do so will be looked upon as a serious neglect of duty and may jeopardise further appointments.

5.2 Any Umpire accepting an appointment shall strictly adhere to the Rules of the Wetherby Cricket League.

6) All Umpires are required to submit their CRB and ECB ACO registration numbers and grade.

7) Two representatives from this Association may attend League Board Meetings with full voting powers and notify the Board of any motion being placed on the agenda from the Association.

8) All Umpire applications for membership of the Association shall be dealt with by the Committee.

8.1 Applicants will be interviewed by the Officers of the Association who will report to the Committee on suitability for admission or otherwise.

9) Should any question arise in connection with this Association which is not covered by any of these Rules the Committee shall have full power to deal with it.

10) A Special General Meeting may be called at the request of any member who feels he has grounds for appeal against a decision of the Committee provided he secures the signatures of five other members.

11) Standards of field dress and presentation will be maintained at a high level.
All Umpires are required to wear:
a) clean white coat
b) black, navy or charcoal trousers
c) white or predominantly white footwear
d) smart white shirt, collar and tie.

Smoking on the field is strictly prohibited.

12) No part of this Constitution shall be changed except by majority vote by the Members at the Annual General Meeting. The Chairman will have the casting vote.

13) That no first year Umpire shall stand on their own in the first half of the season and in this year will not umpire in Division One.

14) That higher grade Umpires operate in Division One and Two for the greater part of the season and in the lower Divisions only to supervise less experienced Umpires as required and as necessary.

15) That Umpires shall be encouraged to attend and pass the ECB ACO courses and examinations.

16) That Umpires will not be “zoned” except in extreme circumstances (i.e. work and transport problems).

17) Any recommendation/consideration for life membership to be in the hands of the Hon.Secretary by 30th September.

Notes: i) Wetherby Cricket League Rule 27 states: “Umpires MUST report to the Hon.Secretary any person whose language or conduct during the game (whether the person be participating in the game or not) shall have been objectionable, ungentlemanly, or considered likely to bring the Club, League or the game of Cricket into disrepute, within three days. Such reports will be presented to the Disciplinary Sub-Committee who will consider and act upon same in accordance with their powers.

Umpires involved in any dispute must, wherever practicable, attend any relevant meetings of the Disciplinary Sub-Committee.

NOTE: The League Members have made it clear that they consider that Umpires should be protected from abuse or innuendo by any person.

ii) Umpires are required to undertake an enhanced Criminal Records Bureau check before they will be allowed to stand in any match played under the auspices of the Wetherby Cricket League.
